Somalia since the collapse of the previos government in 1991 former dictator Siad Barre the country has not made a true money except Bank notes that has been published for the last 16 years. There has been reported in the country several businessmen have been publishing for years. So that the country has got severe inflation which has left to have got only one bank Note which is 1.000 Shilling. As there is no exchange.There is no real central bank that regulates the follow of money in the country.

Right now, there has been reported to have been installed several parts of the country machines that prints bank notes as it reported to be located in Puntland and several places in the country. As well as ther is seen huge sum of money to be running in the market while the commodity has reached the high cost. 1 dollar is exchanged 20.000 Shilling. This is the highes inflation ever been seen in Somalia. While the government of Transitional Federal Government has brought billions of bank notes which caused to be seen inflation in the country especially in the capital and big towns.

Our country Somalia which has became independent from Europian colonial of two section one from Britain and the other one from Italian at last formed state called Somalia in July 1,1960.But what it ened that united? It had ended that united when the country entered civil war and injustices that happened the country as it caused to happen blood civil war that ran the country for the last 17 years.

The country has been torn into parts rulled their clans while Somaliland has been established former British protectorate as it declared Somaliland as it did not yet get any recognition but it is peace and works as Taiwan, on the south it has established some regional administration such like Punland autonomous administration. Southeren and Central has been living their own system disorder and clashses that ran for the last 17years, however it came late 2006 to come a new Powerful Islamic Courts who had rulled only 6 months and it ended when they had clashed with Ethiopian Forces backing with Somali Federal Government. During that time it had seen some kind of peace and stability in the South which they had brough Islamic Sharia Law. It has been arranged to make dialogue with TFG (Transitional Federal Government )and Islamic courts which co-sponsored Arab States and Sudan which at last ended unsuccessful and brought totally to be ousted from Power on December 2006. Since that the government and Ethiopian Backing forces had been in Mogadishu and the South which still seen violence and death that occured the country. People here in Somalia there is no at all freedom of speech and the safe guarding Human Rights.

I have independently searched my native about Democracy and Freedom they told me "we are not interesting freedom and Democracy we only need to be rulled an Islamic system. I mean I have not met great thinkers or intellectual but the people of the country are almost 10.000.0000 person and it estimated to live outside of the country 2.000.000 person in America and Europe who had made some change the livelihood of their families they had left in the country.These people are Somali expatriate they send remitance which is estimated $ 1 billion dollar each year. Although it is made accessible communication such Internet and Telephone, it can be seen people to use widely Mobile Telephones as large number of people used every day.

Therefore, there is now clashes that happens every day and every night which it kills civilian and government officials besides it had been seen to have happened to flee the Mogadishu city almost 400.000 persons during the War between government and Ethiopian Forces. People had said we are in uncertain future in our country and no body know how we shall be.

As we already got a message of tragedy to have happened people who had stormed in food aid store which later ended to be killed 5 person and several being injuried. Really it is a miserable to have heard to be killed someone who has been suffering for hunger and died for things that is intended to be offered them!.

Therefore, I do have something that can be support whenever it needed to be carriedout Food Aid distribution in district or in camps to be made before it brought the Food delivery:-

1. The district commissioners and village community would enlist every section of the area and classify who are eligable for Food aid because there are people who have better life than others, it would be selected the target people and will be enlised their number and the section they live in the district.

2.It would be make better coordination between villlage community and district administrative as they would work together for the implementation of the distribution as it is made mutual and trust between those groups as they only concern peace and comprehensive handling the food distribution.

3.There would be made especial registration form or type ID that writen the recepient name and his village and the number of the family plus the date it is issued.

4.Those who had given the ID for food recepient will be called in the site where already made more secure by Police force as well as the district administration and community selected committee are available as it process providing the food distribution.
5.If it is seen to be come someone who have not an ID it should be seen to be someone who wants to violate and harm others and that will be dealt with the authority that stands on duty.

I think these suggestion might be helpful for the implementation and the success and sustainability of the Food aid distribution that might take future in Mogadishu or elswhere in the country.

I am asking a regret if I have done mistakes or any interference those who are handling the situation because I am not meaning that you are not well experience but I have done as recommendation.

Since the IDPs (The internal displaced people in Somalia) has settled in Mogadishu and elsewhere in the country they lived once divided city of Mogadishu that held by former warlords strong holds. Still the IDP are living in different district of Mogadishu it is called Banadir Region.

Therefore, there are here in Mogadishu almost 320.000 persons internal displaced people.Besides that the Banadir Regional Administration has been distributing food aid assistance to the city dwellers although the IDPs are part of that people but they live in places called names camps. So that the Food aid distribution was managed by the District chairman as well as they made sites for distribution the food assistance too.

So that some of IDP leaders have made an announcement in here the local Radio News as one quote said " we were not included who received the food assistance because the delivery of the assistance were not brought in the camps.

Meanwhile, there were reported previous months the government has made food aid distribution to some IDPs camps which was the food aid of WFP stored in Mogadishu as government put presure the WFP to distribute that food aid the needed people as it accepted and jointly distributed together. That time it is estimated the Food distribution 1200 MT(Metric Tons) Maize,Pulzes, and Oil.

We must always kept in our mind that these communities of the IDP they had rights to be assisted because they are part of Geneve Convention of Internal Dislplaced people whom are estimated the World Refugees, on the other hand, these IDP are community are not recieving remitance or family support from Somalis who live
in diaspora. So that I do recommend that it would be useful to improve their statue as to be added those receiving the food Aid administrated and distributed WFP International Agency because it would be required highly standard and cretaria that works monitoring and evaluation how the Food is distributed.

In addition to that I shall like to make here comments on delivery the Food Aid it must be taken high measure and precaution the safety of the needy people because sometimes it can happen the loss of lives due to poor management of delivery. As some people said it is seen to happen poor handling and irregularity that may came from technical mechanism toward enlisting and arranging in numbers those who receive the Food Aid.

Really, the Mogadishu community rightnow are having problem of security worrysome there is no single day that not happens bombs or shooting and this will require to be added in mind how poor and vulnerable are suffering as there is no jobs as most of people are emphasising for the last three months jobs and investment were halted due to the unrest that exist. Some community of the city dwellers had urgued the people are living one meals per day if it is received because there is no where to work.

I shall conclude my report that the International community as it sees all these constraints do not leave alone these suffering community in an empty place.

As I heard a report in Mogadishu On june 21,2007 it is being carried out food aid distribution into several sections of the Mogadishu which conducted by TFG (Transitional Federal Government) and escorted the Police, but there are reports said that it is happened some looting some areas due to lack of good handling the distribution because there was no any agreed Food Ration for each person and there was no enlisted groups but whoever go to queue was to offer the Food aid. So that one eye witness told me that some had not got while some had got more food than they had not expected, because these it happened lack of experience and staff availability who are well known on this job.

I have seen in my eyes all women in the morning are going together for to the area their heard it would behold Aid Food distribution. The Food Aid is said to be come from WFP but it administrated by the government. So that upto now there is no any causalty or killing that happened although it is reported to have happened some minor injuries.

Since Somalia has lost government there has been heavy displacement that heavily effected throughout the country which people had been forced their previous settlement due to the war that erupted parts of the country especially in Southren although the North West Somalia self declared state Somaliland was quite peace than the south. Although they had Refugees who were living in Ethiopia which at last succeeded to be repatriated back their homeland Somaliland with the support of UNHCR and International community.

Meanwhile, The Southren parts of the country the heaviest IDPs were living in Mogadishu and towns such like Kismayo,Merca and so on. There were a time this IDPs has been receiving food aid assistance in the earlies of 1993-1995 when the United Nations Peace Keeping Forces were in the country as it is being made food aid distribution at that time but since the United Nations has pullout from Somalia these IDP has been living starving and struggle to survive in the Capital Mogadishu elsewhere in the South. The IDP children had never got an education oppportunity while they are aging from 6-16 years were beggers in the streets of Mogadishu and business places and some had became box shining employees inorder to support their families as well as their mother had became cleaners for better life families which they can earn little as well as women became porters who carry things on their back those who bought something from Market and take to their homes. Really these families had never got a chance of happiness and good meaning full life at all.

So that to day it is the day World called International Day of World Refugees and these IDP were forgotten people who had not rights and never being applied the International Human Rights for the protection of IDPs in Somalia. There are places in Africa where the IDPs were fed by WFP. I can remember in Brundi where has been running a civil war but the United Nations has been assissting that internal Refugees in their country, but I can respond that question to myself because they had a government in their country.But this country has never got workable government of such like Brundi.

Therefore, there was a time that WFP in Somalia has been offering some food aid distribution such like in 1998-1999 which they had given some camps in Mogadishu while others were not getting that support too.

Somalia there are hundred of thousands of internal displaced people who live small hand made sticks and plastic which they have their children. So that in Mogadishu there are almost hundred camps whom are dwelled by these IDPs.

Therefore, there is yearly season that occured in Mogadishu which is called Haga Season which only rains nearby sea coast such as Mogadishu and area of sea line. There is previous experience as several IDP (internal displaced people) had died while happened such raining season.Because they live crowded camps and the houses are not made same standard as Refugees in Asia or Africa. Really the Somali Internal Displaced people have not recognition that safeguard the International Human Rights for Protection of internal displaced, because these people have met every problem that these country happened such killing,rape and to live hunger in the camps.

I heard yesterday when I was listening in local Radio said "we ask the International NGO and Business community to assist with only Plastic sheet and food because it is entered the difficult time that we meet in the year.

So that I can only call to all International Donor countries and Human Rights Defenders to know these community has been suffering for long time.Please let them help for humanity those who are in need for your help.
